Synopsis

The Teenage Mutant Ninja Turtles' Saturday Morning Adventures continue in our first multipart adventure! After an accidental encounter with an unknown element in the sewers of the city, the Rat King finds his ability to control the hearts and minds of rodents is waning. But in its place, he finds the ability to control reptile life, which will totally make things harder for the heroes in a half shell! Grab a bowl of cereal and be there for part one of "The Turtle King!"

Plot

Somewhere in New York City, two morons are taking some kind of chemical waste to the dump and a canister falls out of the back of their pickup truck. The rats find it and take the canister to their master, the Rat King. Somehow the canister breaks, and Rat King is sprayed in the face and loses his rat controlling mind powers.

Elsewhere, the turtles are getting ready to watch April's newscast, but they all hear a calling and get the overwhelming urge to go to the Rat King. There, Rat King learns he has lost his rat control powers but now can control the turtles. He orders Donatello to go to his lab and figure out how to get his rat control powers back. And while Don is doing that Rat-King, Raph, Mikey and Leo are going to go to TCRI to find new weapons for Rat King to use to take over the city.

Back that the lair, Don runs into April and Splinter, who quickly realize Don is under the Rat King's control and shocks Don, dropping him out of the mind control. April and Splinter soon learn that the other turtles are in trouble.

At the TCRI labs, Rat King and his mind controlled turtle come face to Shedder, Bebop and Rocksteady, and battle ensues. Shedder and his team are able to make an escape, when Shedder pushes Rat King into danger. Rat King then decides that the turtles need to be more rat like and arms them with tech from TCRI that make them more rodent like. This is all part of his plan to destroy New York City.
